Spain is the value position in EU manufacturing: a large, modern, genuinely EU-GMP base at pricing meaningfully below Germany, Switzerland, or the Nordics. Its depth is in oral solid dose and sterile drug product, with real strength in injectables and a distinctive concentration of plasma-derived and biosimilar capability that most sponsors underestimate before they look.
The competent authority is the AEMPS (Agencia Española de Medicamentos y Productos Sanitarios), which inspects Spanish sites and issues the EU GMP certificates recognised across the Union; centralised EMA authorisation covers most biologics. Spain has a substantial number of FDA-inspected sites, reflecting how much Spanish capacity supplies the US market, so the "cheaper therefore lower-tier" assumption does not survive contact with the inspection record.
The commercial angle worth naming: Spanish CDMOs are unusually well positioned for programmes that also target Latin America. Shared language, long-standing regulatory relationships, and established export routes make a Spanish site a natural single source for a product going to both the EU and Spanish-speaking markets — a consideration that rarely shows up in a capability matrix but matters at launch.
Catalonia is the centre of gravity. The Barcelona region holds the largest concentration of pharmaceutical manufacturing in Spain, supported by the Biocat cluster organisation and a dense supplier base, and spans oral solid dose, sterile fill-finish, biologics, and plasma-derived products.
Madrid is the second pole, weighted toward drug product, clinical supply, and the regulatory and commercial functions that sit near the AEMPS. Between them, Catalonia and Madrid account for most of the country's contract capacity.
Beyond the two main clusters, Galicia, the Basque Country, and the Valencia region each carry specialist sites — API synthesis, veterinary and sterile production, and drug product — while Spain's scale as a clinical-trial destination means development-stage services are readily available alongside commercial manufacturing.
