France has the largest contract-manufacturing footprint in Europe after Germany, and a different shape to it. Where Germany's base skews toward API synthesis and biologics, France's centre of gravity is sterile and injectable production — vaccines, prefilled syringes, lyophilised product, complex injectables — alongside a long tail of oral-solid-dose plants originally built as captive sites for domestic pharma and later converted to contract work.

Reshoring is a live policy driver, not a slogan: successive French industrial programmes have put public money behind relocating production of medicines classed as strategically essential. For a sponsor, the near-term effect is that French sites have been investing in capacity and modernisation, and that a French CDMO conversation is often about securing an allocation rather than filling an empty suite.

Alsace and the wider Grand Est, around Strasbourg, carry significant biologics and sterile manufacturing, benefiting from a cross-border labour market with Germany and Switzerland — a Basel-adjacent talent pool without Basel pricing.
Beyond those two, Île-de-France holds development-scale and clinical-supply capacity close to the research base, Normandy and Centre-Val de Loire hold large oral-solid-dose and sterile plants, and the south-west around Toulouse and Bordeaux adds further drug-product capacity. The practical implication is that French capacity is genuinely distributed — the right site depends on modality far more than on region.
